Welcome to the NJDOBI Banking Annual Reports Online Application
for report year 2023.
In order to ensure your annual report is properly completed and submitted, please read all of these instructions carefully. We also recommend printing these instructions to have as a future reference.
Who Must File an Annual Report?
  • Pursuant to N.J.A.C. 3:23-4.1, ALL NEW JERSEY BANKING DIVISION LICENSEES are required to file an annual report after each calendar year in which they were licensed.  Because you were licensed in 2023, you are required to file an annual report in 2024 even if you did not conduct any business in 2023, and even if you ceased doing the business activities for which you were licensed in New Jersey in 2023.
  • If you were actively licensed on December 31, 2023 in the State of New Jersey, your annual report must reflect the total activity of your business as of the end of 2023.
  • If you surrendered your license during 2023 (closed your business, merged with another company, etc...), your annual report must reflect the total activity of your business as of the date of surrender. For example, if you closed your business on March 3, 2023, you would report the activity of your business in New Jersey up to this date.

  • Your annual report should only reflect the amount of business done in New Jersey through your main office and all New Jersey branch offices during 2023 unless otherwise directed to do so in the detailed help available for each page.
General Instructions
  • When filing electronically, the Department recommends first downloading and printing out the Worksheet that corresponds to the particular type of annual report you will be filing, and completing this worksheet in its entirety before entering your annual report data into the online system. These worksheets are available by license type in Adobe Acrobat (PDF) file formats and can be accessed by clicking on the appropriate link listed below:

  • Please review the Annual Report worksheet form to familiarize yourself with its contents prior to attempting to enter data electronically. Some sections of these forms are followed by supplements that will allow you to enter detail information much more easily.

  • After you complete the online report, click "SUBMIT" to send it to the Department. Only if you click "SUBMIT" will you receive a confirmation number, confirming receipt by the Department. Then, you will be able to print a copy of the completed report to retain for your files.  If you do not receive a confirmation number, your Annual Report will not be considered as "filed."

  • Use the "Tab" key to navigate from field to field on each screen.

  • Audited Financial Statements ARE ONLY required for Debt Adjuster (C14, I14 or P14) Licensees, Money Transmitter (C22, I22 or P22) Licensees and High Cost Home Loan Credit Counselor (C24, I24 or P24) Licensees.

  • You may not submit your own financial statements as a substitute for the financial information being requested. You must supply this information by using either the online Annual Report or the hard copy form supplied by the Department upon request. You will also need prior approval from the Department before you can submit a hard copy Annual Report.

  • Valid numbers and amounts are up to 13 digits in length, characters 0 through 9 and must have a POSITIVE value. The only exceptions are: the Stockholders' Equity page of the Balance Sheet and the Net Income page of the Income Statement. On both pages, negative values are allowed.

  • Enter all amounts in whole US dollars only, unless otherwise instructed.  To round an amount to the nearest whole dollar, any partial dollar amount 50 cents and higher should be rounded up to the next whole dollar, and any partial dollar amount 49 cents and lower should be rounded down to the previous whole dollar.

  • Round all percentages and other fractions to two decimals places.  For example, round .66666… (2/3) to .67; round 5 1/8 (5.125) to 5.13. 

  • All information is required unless otherwise specified.

  • All dates should be entered in month/day/year format. For example, 01/22/2023.

  • The requirements for completing and filing the Annual Report are determined by your License Type. If you actively conducted business during the year under more than one License Type, you will need to complete one Annual Report for each type of license.

  • Each page will include a help button and an email link to provide assistance.
Internet Browser Issues
  • The application has been designed to work with the Microsoft Internet Explorer, Mozilla's Firefox, and Google Chrome. DOBI cannot guarantee the functionality of the application with any other web browser.

  • The application is best viewed at a screen resolution of 1024 x 768.

  • JavaScript must be enabled.

  • Pop-up blocking must be disabled.

  • Within the application you may see warning messages when using Microsoft's Internet Explorer. These messages warn you that there are non-secured items on the page. Answer "YES" when asked if you would like to display the non-secured items.

  • Do not use the Back and Forward buttons from your browser's navigation bar. Navigate through the Annual Report application only using the buttons provided with the application. For most browsers, the browser navigation bar will be disabled or hidden while the Annual Report application is running. However, it is possible that the navigation bar may still appear with browsers that utilize tabbed browsing.
